At
our October 2006 gathering, we were joined by Trevor Phillips,
then Chair of the Commission for Racial Equality (CRE),
which works to eliminate racial discrimination and harassment
in England and Wales, and to promote good relations between
people from different ethnic and racial backgrounds. The
CRE's website provides information on the organization and
information on race relations.
In 2009, the CRE will merge with a new entity, the Commission
for Equality and Human Rights (CEHR), which begins operations
in 2007. The CEHR will assume the responsibilities of three
existing equality commissions - the CRE, the Disability
Rights Commission (DRC) and the Equal Opportunities Commission
(EOC). The new organization is an outgrowth of the Government's
2004 White Paper, Fairness
for All: A New Commission for Equality and Human Rights,
which was produced after a 2002 government solicitation
of views on the role and structure of statutory equality
institutions. Responses to the solicitation, Making it Happen,
supported creation of a single equality body, and led the
government, in 2003, to announce its intention to form a
single entity to promote and enforce equality legislation
and the promotion of human rights. Trevor Philips has been
named as the Chair of the new Commission for Equality and
Human Rights.
